To help improve air quality, an Ultra Low Emission Zone (ULEZ) operates 24 hours a day, 7 days a week, every day of the year, except Christmas Day (25 December), within the same area of central London as the Congestion Charge. However, from the 29th August 2023 it has expanded across all London boroughs
Most vehicles, including cars and vans, need to meet the ULEZ emissions standards or their drivers must pay a £12.50 daily charge to drive within the zone.
Find out if your vehicle meets emissions and safety standards required to drive in London, or if you need to pay a daily charge.
The Mayor of London announced a new vehicle scrappage scheme to help eligible Londoners prepare for the expansion of the Ultra Low Emission Zone (ULEZ) across all London boroughs. The scrappage scheme is now open for applications. Click below for full details and eligibility.
TFL have expanded the eligibility of the scrappage scheme and increased their grant payments to help even more London residents, and London-based charities and small businesses benefit from the available funds and prepare for the ULEZ expansion.
Any London resident living in one of the 32 London boroughs or the City of London with an eligible vehicle can apply to scrap a car or motorcycle, as you no longer need to receive certain benefits to apply.
Grant payments for eligible small businesses (under 50 employees), micro businesses (up to 10 employees), charities and sole traders have been increased and the TfL are also providing greater support for disabled Londoners by increasing the grant payment to scrap or retrofit a wheelchair accessible vehicle (WAV).
Charities operating in London can apply to scrap or retrofit up to 3 vans or minibuses, and may reapply even if they already received a grant payment for one vehicle as part of this scrappage scheme or received a grant through the previous scrappage scheme. Eligible businesses and sole traders will also be able to apply for up to 3 vans or minibuses in total, even if they had received a grant payment for one vehicle as part of this scheme.
London-based small businesses, micro businesses, sole traders and charities with new vans or minibuses ordered, or non-compliant vans or minibuses being retrofitted that will not be ready until after the ULEZ expansion, may also be eligible for our new short-term grace period.
More details about the scrappage scheme changes and the full eligibility criteria for the new grace period is be available at https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/scrappage-schemes.
The London ULEZ was introduced in April 2019 to discourage drivers of high-polluting vehicles from using roads in central London. Its aim was to reduce pollution and help clean the city’s toxic air. The boundaries of the original ULEZ were expanded on 25 October 2021 to include all areas within the North and South Circular Roads, but not the North and South Circular themselves. From 29th August 2023, the Ultra Low Emission Zone (ULEZ) is expanding across all London boroughs.
The ULEZ standards are:
Lorries, vans and specialist heavy vehicles over 3.5 tonnes, and buses, minibuses and coaches weighing over 5 tonnes do not need to pay the ULEZ charge.

Eligible applicants could receive a payment to scrap their vehicle, or choose a lower payment plus one or two TfL Annual Bus & Tram passes worth more than the payment alone.
London-based sole traders, micro-businesses (10 or fewer employees) and registered charities will also be able to apply to scrap or retrofit a van or minibus.
The scheme eligibility is expanding so that even more Londoners and London-based businesses and charities can benefit (from the end of July 2023). Visit the scrappage scheme pages for more information.
